The permanent campaign qualities used are:
Modified Feat Gain: Characters gain extra feats in the first few levels.
Miracles (indifferent universe): Gods exist and can grant their followers miraculous powers, but they rarely act directly to help their worshippers. Divine assistance cannot be used to justify narrative control.
Non-Scaling NPCs: NPCs do not scale with the parties level, either staying at the same level permanently or moving within a narrow band of levels.
Rare Magic Items: Magic items are much rarer to find as treasure.
Sorcery (modified): Magic exists, but see the Magic section for changes to the base system.
Versatile Heroes: Player characters may purchase skills outside of their class set, at double normal cost.
